Legacy subscriptions that show "Expires on" have no migration path, and new subscriptions need to be purchased.
The "Auto renews on" means that they are eligible for migration and will be renewed in NCE.
This can be verified by checking download available in the Partner Portal Customer workspace > Microsoft NCE migrations.
