Unable to create Partner Center account

You should be able to submit the support ticket by selecting "Accounts Settings" or "Enrollment" workspace/category. Below is the one from partner.microsoft.com -> Support Partner Center
We are getting this same error when our tickets are being escalated, we are unable to update our information or generate a new GDAP partnership with new customers due to this error "Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please contact support with reference number.
The support team gave us this response "The response you received comes directly from Microsoft’s specialized internal team responsible for GDAP access evaluations. This team operates independently and does not engage directly with partners or customers."
We have 4/5 new customers pending this month, 3 of which are wanting to be migrated to Microsoft 365 from Google and we cannot even partner.
Is anyone able to resolve, this is becoming more and more urgent, potentially resulting in loss of business for us and Microsoft.
