Jill, thank you. I followed the support link you provided and reached the Request info form. However, every submission fails with "There is a problem submitting your request, try again!".
I reproduced this in multiple browsers, signed in and signed out, so I still cannot obtain a support ticket.
Could you please advise on another way to contact Partner enrollment support or escalate this internally?

I used Sol 5.6 on high mode to figure out how to get through to do it. Microsoft help request process is done in a way that you feel it's easier to give up than submit it. What surprized me next, I was waiting for several days for my case to be forwarded to another team and they now advise their standard answer which doesnt make sense and irrelevant to me, I did not proceed since i feel like being joked at, rather than helped.
- Disconnect any VPN or proxy services before accessing Partner Center.
- Review your browser's privacy and tracking prevention settings, and add Microsoft websites to the exception list if applicable.
- Access Partner Center using a local physical device instead of a Virtual Machine (VM), Azure VM, Cloud PC, or Remote Desktop environment.
- Avoid using InPrivate or Incognito browsing sessions.
- Test using an alternate internet connection, such as a mobile hotspot or a different network.
- Consult with your IT team to ensure that security policies, firewall rules, or network restrictions are not affecting Microsoft Identity Services.
