Locked out of Partner Center

During a migration from GoDaddy to M365 the global admin account associated with Partner Center has lost all rights and no backup account was created. Further, apparently the only way to get support for Partner Center is to open a ticket in Partner Center which is impossible without access to Partner Center. Anyone run into this before or know of a work around to get support?
