I'm facing the same issue, but for the ones who says that the button does nothing:
On background tries to make an AVS validation to the URL https://partner.microsoft.com/en-us/dashboard/account/exp/api/avs/validateAddress

 

with this response:

Hello, I'm also having an issue accepting the cloud partner agreement while enrolling in Partner Center.

I am trying to accept the Microsoft AI Cloud Partner Agreement, I have also found my organization through DUNS and select continue. Below the Company Information section of the form when I click "Accept and Continue" it brings up an "Address Validation" pop up to choose between "address entered" and "address suggested". But irrespective of the one I choose it goes back to the company information page and keep going like that in an endless loop.

Kindly help out with this.
