One possible solution another Partner reported was to remove the punctuation when submitting. Don't include commas, periods, and dashes and see if it works.

Hi I'd like to report the exact same issue, and I agree it's likely related to a comma in our official business name, but removing the comma does not work. The website will allow submission once we remove the comma, but the submission doesn't go anywhere. I get a spinning animation for ~1s and then nothing happens. There are error 400's reported in the website console a while after submission as well.
