Is there a way to talk to a MS. partner manager.
I have been blocked in the sign up phase due to company verification.
Or sub company was rejected as the initial paperwork was with our parent org info.
I'm sure it's a simple process to get it resolved but they have "ended the process".
Any help is appreciated.

KentTM I would suggest appealing your rejection, you can follow steps in this post.
I don't believe there is a way to speak to a PM unless you have one assigned to your account and to get one you have to reach a certain threshold of requirements, at that point Microsoft would assign you one. AsherNierman keep me honest here, that is correct info yes?
Best to follow the steps of the post. You WILL NEED to show domain registration and have the same name on your MSFT partner account otherwise you will be rejected again.

To the rejection question, Jill's suggestion is likely best in this scenario if you do not have a Microsoft rep to lean on. A PDM would likely be able to provide some support in this scenario but are more focused on sales and growth motions.
To Jill's point, generally speaking, a Partner who works with a Partner Development Manager has been identified based on achievements and competencies and shows accelerated growth can be achieved by working more closely with Microsoft through the managed Partner model. However, there are many capable Partners and a finite amount of PDMs so it can be a challenge to establish and thus many of Microsoft Partner benefits are available digitally.
Other options are Advanced Support for Partners (ASfP) and Premier Support for Partners (PSfP) where you do have a Microsoft rep who can help with these types of support scenarios and is your direct line into Microsoft. There are many other benefits of course in both plans, which are paid partner support offerings. Both are focused on technical enablement and designed to help you strengthen and grow your cloud offerings.
