Individual Power BI publisher enrollment blocked – support forms also fail – Ref 715-123160

Hello Microsoft Partner Compliance / Verification team,

I am an individual Power BI developer based in Italy. I am attempting to enroll in the Microsoft 365 and Copilot / Microsoft AI Cloud Partner Program to publish one completely free Power BI custom visual on AppSource.

Immediately after accepting the program agreements, the enrollment was blocked by the automated trust evaluation with the “Microsoft runs on trust” message.

I attempted to submit a support request through both:

  1. The standard Partner Center support form.
  2. The official “support ticket without a partner account” route recommended in this community.

Both forms fail during submission with the generic message: “There is a problem submitting your request, try again.” Therefore, I have no support ticket number.

I am applying transparently as an individual publisher. I do not have a registered company or VAT number, so I did not enter a fictitious registration number. My legal identity, Italian address, professional domain email and payment details are genuine. The publisher name is “Your PBI Assistant,” and the planned Power BI visual will be free, with no paid services or in-app purchases.

Could a Microsoft Community Manager please escalate this to the Partner Vetting / Trust & Safety team for manual review, or provide a working secure channel where I can submit identity, address and domain-ownership documentation?

I will provide private documentation only through an official secure Microsoft channel.

  • Luca_Olivares​ I'm sorry for your troubles here, but the only way to reach support is through the support ticketing system. They do not manage this board or respond to inquiries here. 


    Can you try to use a different web browser when submitting a ticket or use an incognito window and see if that helps?

      I’ll try submitting the support ticket again using a different browser and an incognito/private window, following the link you provided. I’ll update this discussion once I know whether the submission has been successful.
