Hardware programme Active and Authorized but dashboard says account deactivated — support catch-22
Our company’s Windows Hardware Developer Program enrollment appears to be stuck in an inconsistent backend state.
Current status:
- Developer Legal Business Profile vetting: Authorized
- Hardware programme: Active
- EV code-signing certificate: Active
- Correct Microsoft Entra tenant linked
- Windows publisher ID assigned
- Signed-in user is a Global Administrator
- No outstanding verification action or “Fix now” option is displayed
However, opening the Hardware Dashboard returns:
“Access restricted. We’re sorry, you don’t have permission to access this page because your Partner Center account has been deactivated.”
This creates a support catch-22. The authenticated Help + support workflow requires a workspace selection, but no Hardware workspace is available because Hardware Dashboard access is deactivated.
Following Microsoft’s guidance for users who cannot access an enrolled Hardware account, we submitted the external “Provide issue details” form. A support request number was issued, but we have received only the automated confirmation. Because the request was created outside the authenticated Partner Center workflow, it is not visible under My requests or Organization requests.
We need access only to submit two company-internal Windows network-driver packages for Microsoft attestation signing. We are not requesting Windows Update distribution.
Could a Microsoft community manager please help route the existing support request to the Hardware Developer Program enrollment/provisioning team? The support-request number, correlation ID, Seller ID, User ID and screenshots can be provided privately.
Please check whether the Hardware workspace requires backend reinstatement or reprovisioning. All visible company verification and certificate checks are already complete.
