Hardware Developer Program deactivated - cannot open ticket (empty Workspace dropdown)
Hello Partner Compliance / Trust & Safety team,
My Windows Hardware Developer Program registration is showing as deactivated in Partner Center: "Our records indicate that you have already enrolled into this program but your program registration is deactivated."
My Legal Info vetting status is now Approved. The original cause was an outdated business address, which I corrected to my current registered address - it matches my active DigiCert EV code signing certificate and my Secretary of State filing. DigiCert has confirmed my organization is Active, validated for EV Code Signing, and the certificate is valid and not revoked. Despite the Approved vetting, the Hardware enrollment remains deactivated and driver submissions are blocked.
I cannot raise a support ticket through the standard paths:
1. Partner Center Help + support: the mandatory Workspace dropdown is empty, so the form cannot be submitted.
2. Partner Center AI assistant: returns "AI assistant does not offer support for users with Microsoft Accounts currently."
3. Windows Developer Support Copilot: routes to a support-for-business link that lands on Engage Center with "no-access-group."
4. Microsoft 365 Admin Center: rejects sign-in, as my Partner Center identity is a Microsoft Account, not a work/school account.
I have also emailed the support queue twice with no response or acknowledgment, and my Partner Center "My requests" shows "No support requests," so those emails do not appear to be creating tracked tickets.
Request: Could someone please escalate this to the team that can review the backend Hardware Developer Program status for this Seller ID and perform a manual reactivation?

Happy to provide tenant ID or correlation IDs privately. This is blocking production driver releases.
