Company verification blocked

I am trying to enroll in the Microsoft AI Cloud Partner Program. After submitting my company details (DUNS, US EID, contact info, etc), my request is blocked. It says to reach out to Microsoft support with reference number: 715-123160 and transaction ID: 123b68f8-334e-47c3-aa5f-7f280dbc5872.

I tried to open a ticket in the Partner Center, but the "workspace" drop-down is empty. Because enrollment is blocked, no Partner Center workspace is created. I am unable to submit a support request from within Partner Center, since the Workspace field is mandatory.
