The Teams add-in likely failed to register after the rebuild. Close Outlook and Teams, uninstall Microsoft Teams Meeting Add-in for Microsoft Office, then start Teams first so it reinstalls the add-in before reopening Outlook. Also confirm neither app runs as administrator and TeamsAddin.FastConnect\LoadBehavior is set to 3.
