Outlook will not open for users

Afternoon,  I have one PC on our domain that Outlook will not open.  No matter what I try to do nothing will work.  I have uninstalled and reinstalled it, did rebuild mail profile, removed mail profile, and attempted to open in safe mode.  Nothing it working.
