outlook search not working

Outlook 2016 not showing any results when searching for a specific email.

An organization with 10 users , all with outlook 2016 .

Only in one of the users search option shows no results- search for a specific email in the inbox. 

Also, after rebuilding the search index , still no results .  

what could be the problem ?
