What works for me, I've unchecked option Show Apps in Outlook. Looks like this left-side tool bar appears because of it. Restart of Outlook will require to apply changes.

Agree with comments that the option to keep orignial location should be maintained.  I find this change to be fundamentally bad design.  There are only 3 or 4 applications primarily used and you are now using a bar on the entire left side to access them, which is now 80% empty space.  Very poor use of screen real estate.  Docking to the folders pane is much more effective.MBZ1_

In the Outlook Options, Advanced section, there is a checkbox that says "Show Apps in Outlook"; it is checked:

Uncheck it and restart Outlook:

Navigation bar back at the bottom:

Worked for me.

File > Options > Advanced > Show Apps in Outlook (uncheck to disable) > Restart Outlook

Go to File > Options > Advanced > Under Outlook panes > Turn off Show Apps in Outlook.

This will put it back to the bottom.

Essentially, Press the apps button, then uncheck "Show Apps in Outlook," then it should return to the original position.

You can move the bar back below the folder pane for a time, as described below, but eventually the navigation bar will be permanently positioned on the left margin.

1. Select File > Options.

2. Select Advanced, and under Outlook panes, clear Show App in Outlook.

3. Close and then restart Outlook.

   After doing so, you'll see the navigation bar positioned below the folder pane.
