Issues with outlook and teams on android
I'm not sure why, but since yesterday both Teams and Outlook have quit working. I have an S25 Ultra. I attempted to clear data and cache and do a fresh install. Outlook just hangs on a black screen with the notification "optimizing database," and Teams just indefinitely loads.
I can't check my personal email or my work email and can't keep track of my work chats on Teams.

Yeah this is the WebView bug, a bunch of S25 users got hit with it around that time.
The fix that's working for most people: go to Settings > Apps > Android System WebView, hit the 3 dots, and uninstall updates.
Reopen Teams/Outlook, sign back in, reboot. That clears it up. If that doesn't do it, try turning off Private DNS too. On Samsung that's Connections > More connection settings > Private DNS, switch it from Automatic to Off, then reboot.
One other thing worth checking, is your work account federated through GoDaddy or another provider? i mean is your account / domain defedrated?
Sometimes the "optimizing database" hang on Outlook isn't the WebView at all, it's the account auth choking on a federation/cert handshake in the background.
If your mail's been through GoDaddy that's a known mess. Easy way to tell is whether your personal email loads fine but only work hangs. - Hornblower409Iron Contributor
If the answer from hpope doesn't fix it for you, another workaround, from Reddit Outlook, is to Turn off Private DNS.
- On Samsung devices: Connections > More connection settings > Private DNS
- Change from Automatic to Off.
- Reboot

Go into your settings then apps and find Android System WebView and click the 3 dots and remove updates. Then open Teams or Outlook and it will have you sign back in and it should work. Had the same issue for over a week and that resolved it.
