Also worth checking you're current on Teams and your M365 Apps channel | Microsoft had a confirmed TMA regression breaking this in classic Outlook and only finished pushing the fix around July.
On new Outlook: worth planning, since it doesn't use the COM add in at all so this whole problem class disappears. Just test shared mailboxes and delegate access first.
