Categorize Shortcuts no longer working

I have shortcuts to categorize email messages.  Ctrl-F2, etc.  No longer working.

 

The finally fixed the Rules not working, and mess up something else

      The fixed build currently shows a March 4th release date.  It might go out a little beyond that if any quality issues crop up.  The fixed build will be 16.0.11328.xxxxx.

    This issue is fixed in build 16.0.11325.10000+.  Its currently showing a ~2/28 release timeframe.
