Categorize Shortcuts no longer working

I have shortcuts to categorize email messages.  Ctrl-F2, etc.  No longer working.   The finally fixed the Rules not working, and mess up something else    Outlook 2019 Pro Plus v1901 (Build 11231...

This issue is fixed in build 16.0.11325.10000+.  Its currently showing a ~2/28 release timeframe.
