Cant change the default of intanst search

Hi,

i try to change the default insert search to "All Outlook items" by the search options in outlook (i have outlook 2019) and its dosent work:

Also,i saw a guide to change in regisrty on path ( : Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Search

i changed the "DefaultSearchScope" value to 3 (its mean "All Outlook items")

and also:

Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Office\16.0\Outlook\Preferences

create new dword named by "PreferOnline" and i gave him value 1.

and this also dosent work.
