Cannot create a new subfolder in Shared email?

When I right-click on a folder to create a new subfolder in a Shared email account, it only displays the drop-down menu for a split second. When I do the same in a primary email account, it does display a functional drop-down menu (see attached).

Outlook appears to have a bug that prevents one from creating new folders in a shared email folder. WTx?
