SP Admin setting - Delve (powered by Office Graph) - Disable is not working properly

Hello Microsoft,

I see that in SP Admin setting, Delve (powered by Office Graph) - Even after disabling this. I am able to explicitly browse to the OneDrive Discover content.

Is this a bug.

Also, How can i stop seeing the Recent, Discover, Pinned, Shared With me from the office.com home page and also from the screen i see when i click on the Office Waffle/App launcher.
