Benedetta14 Possibly not Personal Vault files, but the rest is a general Windows/device file recovery issue and not specific to OneDrive. If you have disk encryption or other Windows security settings that get in the way you will have more issues. The location in the OneDrive folder within your Windows profile makes no difference.
