I think that is your biggest issue. I was on 1708 in July of 2017 and was still experiencing the issue back then. I'm on 1802 now - fast insider, but our office is on 1801 Monthly Targeted and no one has complained in months. It seems MS has resolved it. I am not sure how often MS goes back and puts fixes in the slower channels for the enterprise or when they punt knowing you'll get it in 3-6 months anyway through the normal upgrade process.
Makes sense, although still disappointing. Bug fixes should be applied regardless of channel in my opinion. We do have most customers on semi-annual with no issues, but this issue does crop up for a few.
