OneDrive file blue in progress icon meaning?

The uploaded image clearly shows a new item indicator in the web panel OneDrive interface, not a sync or processing status. Docs desc. this as “The glimmer marks (three little blue lines) seen next to a file or folder indicate that the file is new.” As far as I know, a file being synchronized from the OneDrive app to the cloud is not visible in the web interface until the synchronization process is completed. 

This is only a visual UI marker for newly added content.

The indicator disappears automatically after some time when the item is no longer treated as new in that location, however, I couldn't find any documentation specifying the exact timeframe.
