i cannot get ondrive to keep documents on my new laptop

Hi, trying to get documents folder on one drive to download and stay on my new pc. I sign in I click

always keep on my PC i get a window like files are downloading but when I got to my files on the harddrive it's empty. I try it again and same thing happens, it appears to be downloading and says 100% but there are no files in my PC, I went to setting in one drive and made sure save space was not clicked but this doesn't help. Also, when I repeat this step if the files are downloaded I should get a replace the files message if they are already downloaded but I dont'.  here are a few screen shots. Also I noticed my password protected word files are not in my one drive cloud drive.
