Why I cannot add a policy to user ?

Can anyone please tell me why i cannot assign MS Teams policies to a user as soon as he is created and assigned an MS Teams Exploratory License to him . I have to wait around 2 to 3 minutes after assigning license to him to start assigning policy. Is there any api or cmdlets which can let me know that from now i can start assigning policies to him . I tried retrieving the service status of each service just after assigning license and the teams service is success .
