Teams VDI MSI ALLUSER=1 not respecting JSON file

Hello, 

When you install the teams MSI with the ALLUSER=1 switch for RDSH, VDI, ect the teams program no longer respects any settings in the JSON file.

Has anyone found a way to configure teams?  The GPO that is out there will not work as it is only for office PRO plus and 365 installed versions of teams.
