Teams removing user while changing membership

When I try to change a user from Owner to member from teams admin center for a Team. It automatically removes the user from the Teams group. And when I try to do the same from the Teams desktop application, it works as its suppose to. Teams updated to latest version, reinstalled, same behavior.  Is this a bug or ?
