Looks like Microsoft is working on fixing it.

Current status: We've identified a recent service update which is potentially related and we're analyzing this change further to determine our next steps towards mitigation.

It is not service incident we need to check the following:
config.office.com → Customization → Policy Management → search "optional connected" → "Allow the use of additional optional connected experiences in Office." The warning about the similarly-named "Allow the use of connected experiences in Office" being a different, broader setting is also correct and a genuine common mix-up.
Or via the legacy tenant-wide toggle at admin.microsoft.com → Settings → Org settings → Services → "User consent for connected experiences" / OCE settings. If you only fix it in Cloud Policy but a GPO or the legacy org setting is still disabling it, it'll override and you'll see no change. Check all three before concluding propagation is just slow.
Also check the Teams messaging policy: confirm GiphyState is actually Enabled via Get-CsTeamsMessagingPolicy rather than trusting the admin center UI, since UI/backend mismatches do happen.
