    Current status: We've identified a recent service update which is potentially related and we're analyzing this change further to determine our next steps towards mitigation.

We are seeing the same issue and do not have a "connected experience" option in Teams Settings. I have verified that Giphy is allowed in the Teams admin center. No changes in policy were enacted today either.

      I think its the cloud policy in admin center connected experience needs to be on not in teams admin center
