Teams DTMF tones without a Phone System License?
I am setting up an auto attendant with two menu options. Option 1 goes to a call queue and option 2 goes to voicemail. Can Teams users choose these options if they do not have a Phone System license?...

We have found that users without a Phone System license can still use the dial pad when in a Teams call, not a PSTN call. This was the functionality I was looking for and allows our users to call our Global Service Desk call queue directly in Teams. The technicians answering those calls do need a Phone System license to be an agent in the call queue.
