Teams Call forward question

Just wondering to clarify the when Team user A all call forward or no answer forward to Team user B has voicemail enabled, then call jump to user B and no answer.

is that normal behavior caller will fall into user B voicemail,

or any setting that can put the call back to forwarder (user A) voicemail?
