Sync to Teams is greyed out.

I have deployed a SPFx solution to app Catalog, everything has gone well. But if I select the solution package in the App Catalog, still the “Sync to Teams” button at in the ribbon at the files tab is greyed out. I am tenant admin. Every tip will be appreciated.
