Restrict Student Activities in MS Team
1. can i restrict students creating their own teams?
2. Can i restrict students entering class before teacher comes ?

For Question1 Office 365 Admin needs to perform the tasks of restricting the teams creation.
For Question2 you can set the meeting lobby policy or the meeting options which will help you to make the Student wait in lobby.

how to restrict students?
- If the students are in your same tenant, then you cannot keep them in a lobby, that only works for external participants. So option 1 admin rights are needed and you can specific a group with permissions to create groups (teams) in your tenant. :

This will restrict planner plan creation and SharePoint site creation etc. as well from those not in the group.Agree with you if they are part of the same tenant there is no way we can restrict them in the lobby.
