Restrict Student Activities in MS Team
1. can i restrict students creating their own teams? 2. Can i restrict students entering class before teacher comes ?

For Question1 Office 365 Admin needs to perform the tasks of restricting the teams creation.
For Question2 you can set the meeting lobby policy or the meeting options which will help you to make the Student wait in lobby.
