Report who has enabled Block Calls with no caller ID?

Is it possible from the Teams Admin Center or with Powershell to report which users have enabled the Teams | Settings | Privacy option; Block calls with no caller ID?

Is it possible to set the Block calls with not caller ID option from the Teams Admin Center or Powershell. Is it even possible to manage this globally?
