Public Team can't add members/guests

- So the solution to this was quite embarrassing. There was a group delegation policy active on this.... meaning I had to change the delegation policy to make sure my person could be added to this group. No bugs, just a policy on a group.
This indeed looks like a bug I would advice to make a ticket for this one. Especially cause you tried other with same results.
