I feel your pain dpamment !!
The good news is that the meeting arranger wins! (Allegedly) Here is the response from Microsoft support:

My name is Sandra, and I am the Support Ambassador who is working with you on this support request #********. Please do not hesitate to contact me directly via the information on my signature below.
I understand you want to know who will be the deciding factor of the automatic uploading of the video in streams where there is a mixed license environment after August 15th.
In a scenario where you have a mixed license environment, say a meeting was created by an A3 user and recorded was started by A1 user, the organizer of the meeting takes precedence and not the recorder. That means the recorded automatically uploads because the meeting was created by an A3 user.
If it is a user with the A1 license that organizes the meeting, the video will not be uploaded.

My only remaining issue is when this applies from. The support response, and the linked document say August 15th but the notification email that alerted me to the change says August 20th so probably safer to assume August 15th but I have asked for clarification.
yorkits I would be keen to know what you find out about this. I have been pressing my Uni really hard to get Stream switched on.. They are about to make it available to everyone next week, and then this change?! What a nightmare! It is totally killing the workflow we have been looking for (we are on A1+ licence). It is back to doing what we do with other products. I am super mad about it! ![]()

hcaligaris Hello, bear in mind this is a temporary change while Stream is working on infrastructure improvements.

yorkits- Thanks for your useful post! Did you manage to get clarification from Microsoft as to whether the cut-off is 15th or 20th August? We've been advising our colleagues the 20th, but similarly have noticed the discrepancy...
Thanks,
James

Hi James,
Sorry, I should have updated the post. The answer was:
"The roll-out generally starts on the 15th of August, and it is based on the tenant level.
However, its effective date for your tenant is 20th, as stated in your message."
I hope that helps.
Dave
