You might want to also consider the Business Voice License that includes the Phone System, Domestic Calling Plan and Audio Conferencing. At around 12 a user/month.

In terms of the cost, you can either choose to go toll free and you would incur the cost by way of Communication Credits. Think of this as a pay as you go credit that can be used for this purpose, so the caller does not have to incur a cost or you can use a local number, that will be charged at the local carriers rate.
