Meeting recordings _ Client bas blocked OneDrive
Deleted Yes, Azure Media Services will still be used for the recording and then it will be uploaded to OneDirve or SharePoint if possible. If it is not possible, due to license or something else, the recording will be downloadable from AMS. So it is just the final storage that is changes from Stream to OneDrive/SharePoint.
Rolling out starting March 1, 2021:
”all customers will automatically have meeting recordings saved to OneDrive for Business and SharePoint”.

My question not about using Stream or OneDrive for recording
It was about whether the option to download recording from Azure Media Services (AMS) (with a 21-day limit before it's deleted) still be available if the user does not have a SharePoint online licence so no OneDrive or has OneDrive blockedDeleted My apologies. In my defense your reply was much more direct and understandable.
I did some reading just now and this great piece (for ex.) pretty much sums it up. At least you get the picture how it will work "Stream will continue to use Azure Media Services and other Azure services to process videos to generate playback files suitable for different devices and formats and to generate the automatic captions and video transcript. It’s only the storage that changes."
