Is there a delay in between changing settings in Teams Admincenter and settings active for users?
I noticed in one tenant that policy settings take ages (well, around 24 hours) to become active. In another tenant, i activated guest access in the Teams Admincenter and after 4 hours, users still ...

Yes, this is known. See article

You may have to wait up to 24 hours for your changes to take effect.
