Teams is a good front door for an intranet, not the intranet itself. Build it in SharePoint (one communication site as your home site, department hubs under it, policies in a library with metadata instead of folders), then surface it in Teams via the SharePoint app, which is what Viva Connections got renamed to and is included in standard M365 plans. Pin it in the left rail with a Teams app setup policy so nobody has to go hunting. Don't build it as channel tabs, you lose versioning, audience targeting and approval, and anything in a private Team stays invisible to non members. And get someone outside IT to own the content, that's what actually kills intranets.
