Is it possible to receive Teams Messages via SMS during off hours?

In teams that is not possible, since as you wrote you could install the Teams app. I suggest instead that you look in to Power Automate and create a flow that send a SMS. It could be trigged when someone mention you in a channel, then add a check for time of day, and the add one of the SMS connectors. SMS connectors is a premium service from a third party, there are some different.
