Internal user account flagged as "External"

We have a new user that has been added to a few Teams channels and initially most of the people in the team could not @ mention the user. To resolve this, we added the user to the Owner group and then moved the user back to the Member group. When the user initially started the name showed up as <Name> [External] but has since not shown like that. Unfortunately, the user is still being removed from meeting chats immediately after the meeting as if an external user (see below) - which is why I'm looking in that direction.

I've examined the user account through the Teams admin center, Microsoft 365 admin center, ADUC, and Azure Admin center and nothing obvious stands out suggesting the user is external. I'm not sure where else to go with this.

    3. clear cached MS Teams login password from credentials manager:
    a. Open the Credentials Manager (Control Panel > User Accounts > Credential Manager)
    b. Select Windows Credentials
    c. Under Generic Credentials, you will see one called: msteams_adalsso/adal_context_segments.
Also, any credentials entry related to MS Teams and Office.
    d. Delete them all
    e. Follow step 3-4 for Web Credentials
    f. Sign out and Sign-in again
    g. Try accessing Ms teams app again

    3. Reinstall the MS teams app https://www.microsoft.com/en-sg/microsoft-365/m... and try again.
