Guest cannot upload files

I added a guest to a Team and to a channel. He does not have the upload icon and cannot upload files.  I tested as a guest- same issue. I added google drive as a file source- worked- BUT- no one can access, asks for a login, despite being shared at folder and file level for all.

How can a guest upload files to teams?
