Force Teams to make outbound call even if phone number is internal

Is it possible to force teams to make an outbound call (go through SBC) even
if the callee is internal within the organization.

This is only possible if you calls is forwarded to using the Call Forwarding options in the End Users Teams Client. Teams Administrator can set the forwarding as well using the Teams Admin Center under the users and then voice tab,

This should be done company wide and could not be feasible.
