Emojis still usable despite Organization Messaging Policy

Our organization messaging policy does not allow Emojis, GIFs, etc. (see below), but they are still available and usable in conversations.  I've tried to even turn it off within channel settings, but the "Fun Stuff" is disabled.  Any ideas?
