Does Teams Shared Device licence still require Teams Phone, or does it include it?

When looking at Teams Shared Devices, in the admin centre this to me makes it seem like Teams Phone (phone system) is also included:

Is that correct, or do I still need to add Teams Phone on top:

The fact it has a checkbox beside "Phone System" makes me think that I don't need this, but can anyone please confirm for me as I've asked numerous people and got different answers each time!

(I am 100% aware that I still need Calling Plan or Operator Connect etc, I'm strictly referring to licensing).
