Currently there is only 1 Team created, which is not an org-wide team, in the entire Teams organization.

- If that’s so, and all other criteria from here is check off, I’d suggest creating a ticket with Microsoft

Also keep in mind that even unlicensed users count in the total
Adam- All of the requirements from docs were checked off, however after 10 hours of being elevated to GA from PIM, the "Create Org Wide Team" option was available.
